Mr Joan Batlle is from June 2016 the director of Digital Transformation and International Relations ICT reporting directly to the Commissioner of Technology and Digital Innovation of the City Council of Barcelona. He is de former deputy director of the Department of Creativity and Innovation in Barcelona from 2014 to 2015. For more than 15 years he has been the Responsible for International Cooperation in the field of the e- Government and Technological Innovation and Smart Cities in the city of Barcelona.
He has PhD in Information Sciences from the University of Barcelona (UB), graduated in Physical Sciences from the UB, Master's Degree in Management of Information Technology for the University Ramon Llull and Master's Degree in Digital Contents for the UB. He has completed the Postgraduate Studies in Audit of Information Technology at the Polytechnic University of Catalonia. He is an invited professor of the Master's degree in e-Government of the UPF.
Joan Batlle is expert on benchmarking local eGovernment. He co-authored the book "e-Government City Models: cases from European Cities", and leaded the benchmarking report “Local eGovernment Benchlearning” and the report “Key success factors for the adoption of e-Services” inside the Eurocities Knowledge Society Forum. He published several papers related to the development of e-administration and ICT innovation in local public administrations. He has an outstanding track record in the management of successful European projects in the area of R & D and innovation in e-Government.
