Ms. Hanitra RASAMISON, a Malagasy national, has been the General Manager of the Local Development Fund (LDF) in Madagascar since 2008 to date. The LDF provides funding for municipal investments and capacity building so that local governments can fully assume the responsibility for the development of their territory. She is a graduate of the Centre d'Etudes Diplomatiques et Stratégiques de Madagascar, holds a Master of Science in Pure Mathematics from the Faculty of Sciences of Antananarivo and a Diploma of Specialized Higher Studies in Urban and Industrial Environmental Management from the Technical University of Berlin. She has also completed specialized courses on  International Negotiations, Deconcentration and Decentralization, International Cooperation and Project Management at the Ecole Nationale d'Administration in Paris.  The LDF is currently implementing the Support Programme for Inclusive Municipal Development and Decentralization financed by KFW, and the Public Sector Performance Support Programme financed by the World Bank. Since 2017, the LDF has been mandated by the Malagasy State to manage the National Equalization Fund. Currently, the LDF has become a reference in local governance in Madagascar.
