Dr. Galina Kurlyandskaya is one of the most qualified and internationally recognized Russian experts in the field of local finance and intergovernmental fiscal relations. She is the founder of the Fiscal Policy Center, a Russian NGO founded in 2000. She has a longstanding experience in providing advice and technical assistance to national and sub-national governments in Russia, the former Soviet states and a number of other countries in economic transition. She is co-author of the Eurasia chapters of the GOLD II and V reports. She is also one of the key contributors to the World Observatory on Subnational Government Finance and Investment.
