Henda Gafsi is an urban planner since 1980. From 1980, she spent 10 years with the District of Tunis (Urban Agency of Greater Tunis), where she was in charge of urban planning, housing and urban transport policies and rehabilitation of urban informal settlements.

Then she worked for 6 years as a project manager in urban development, environment and regional planning in the Minister’s office of Planning and Regional Development, before working as an independent consultant from 1996.

She coordinated the Urban Management Program (UNCHS-WB + some European countries) in Tunisia in the framework of the Arab Countries UMP from 1994 to 2002 and supervised, on behalf of the city of Tunis and the National Federation of Tunisian Cities ( FNVT), from 1999 to 2003, the development of the City Development Strategy of Tunis, first CDS in Tunisia, part of CDS program of 7 pilot cities in the world.

She coordinated or participated in the coordination of several international cooperation programs in the areas of urban development, municipal development and heritage, financed by UNDP, the World Bank, GIZ, Swiss cooperation and AFD.

Since 2011, she works as a senior advisor with CILG / VNG International (International Development Center for Innovative Local Governance of the International Agency of the Association of Netherlands Municipalities) where she is in charge of coordinating actions to support urban governance of the PAGUDEL.

She has twice been president of the Tunisian Association of Urban Planners (1987-89 and 2011-13).
