Dr. Iván Arciénega, an agricultural engineer and doctor of agriculture from the Peoples' University of Russia, Professor Emeritus, was Director of the Institute of Agricultural Research, Elected Dean of the Faculty of Agricultural Sciences (2002-2006), then Vice-Rector and Rector of the University of San Francisco Xavier de Chuquisaca (2006-2011).
In the business sector, he was President of the largest national cement plant - FANCESA; he was Chairman of the Board of Directors of the University Hospital of Social Security, he is currently President of Empresa Local de Aguas Sucre, Chairman of the Board of Directors of Empresa Municipal de Aseo Urbano and Chairman of the Board of Directors of Empresa Municipal de Áreas Verdes.
Mr. Arciénega is the elected mayor of the city of Sucre, Bolivia's constitutional capital (2015-2020) and elected president of the Association of Municipalities of Bolivia; member of the Executive Council of the Latin American Federation of Municipalities and Local Governments (FLACMA), and president of the Commission on Urban Mobility of the Union of Latin American Capitals (UCCI).
